Answer:I would definitely check out www.NY.gov to learn about your states licensing requirements.
Every state is a little different in how it classifies someone who installs surveillance systems.
Some states require all low voltage contractors to have a license which then would be needed for security camera systems.
Other states have requirements for Security Alarm and Fire installers. These installers typically do not do video systems (although some do) and they may have their own requirements.
Every municipality also has its own rules on how wires need to be run for low voltage installations. Some require you get a permit to run wires, and some don't. You will have to be aware of what various cities and counties require.
As far as New York is concerned they seem to include CCTV in with the Security Alarm installers but I have not spoke with any there to confirm this. I would check with the state to find out for sure.
