I would like to know if there is a way to convert TVL to resolution. Specifically, I would like to know if 420 TVL equated to equal or higher than 490 x 580.

What we are talking about here is the number of pixels captured by the sensor in an analog security camera.

A camera that is 540TVL has the following:

Effective pixels = 768 (Horizontal) X 494 (Vertical) Horizontal resolution = 540 TV lines.

An analog camera that is 420TVL typically is:

Effective pixels = 510 (Horizontal) x 492 (Vertical) for a final Horizontal resolution of 420 TV Lines.

So to answer your question... Your vertical resolution you are looking for of 490 is fine. However the Horizontal resolution you are looking for of 590 will only be 510 for a 420TVL analog camera.
